Dr. Light and his wife Patty met in Carlisle, PA, where he was raised; they were married in 1975. They live in Lancaster and have three grown children. They delight in seven grandchildren.
Dr. Light's ministry provides broad oversight to pastoral care issues and he has many counseling appointments weekly. He preaches and teaches regularly and oversees adult education and women's ministry. Dr. Rogers views him as an invaluable partner in many major decisions.
Dr. Light receives great personal encouragement from 2 Corinthians 12:9, "My grace is sufficient for you, for my power is made perfect in weakness."

William Tuck York ("Tucker") is a native of Spring, Texas, near Houston. Tucker married Stacy in 1998. Now making their home in Lancaster, the Yorks have seven children.
As Executive Pastor, Tucker ensures that ministries are in keeping with the church’s mission, that policies are followed, and that strategic planning and goal-setting are pursued. Under the direction of Session and the Senior Pastor, Tucker oversees personnel matters for staff and coordination of ministries.
As Acting Missions & Outreach Pastor, Tucker leads Westminster’s efforts to mobilize people for global outreach which includes partnering with long-term cross-cultural missionaries in several dozen locations, sending short-term mission teams annually to serve and learn about needs on the field, and developing cross-cultural missionaries from our congregation. Tucker also oversees the mobilization effort of Westminster’s local outreach which includes, but not limited to, refugee ministry, English as a Second Language, elementary school release time Bible ministry, and other mercy ministry and evangelism efforts.
Tucker mentions a life verse from Philippians 3:7-8, "Whatever was to my profit I now consider a loss for the sake of Christ, What is more, I consider everything a loss compared to the surpassing greatness of knowing Christ Jesus my Lord, for whose sake I have lost all things."

Keith C. Irvine was raised in Wilkinsburg, PA. He met his wife Becky as a fellow student in the seminary, and they were married in 1971. They have three children: one is a counselor locally, and two are missionaries abroad.
In 2007 he joined our staff to serve primarily in visitation to sick and elderly members and to assist our Membership Care committee. Keith's compassionate gospel witness and spontaneous songs of praise have come to be valued by many Westminster folks in times of crisis or loneliness.

Chris joined our staff in August, 2013. He and his wife Kate joined Westminster in 2009, after Chris became a teacher and athletic director at Veritas Academy in Leola, where he served for five years. They live in Leola and have four children, Alana, Drew, Annette, and Kristiana. Chris is a graduate of Hillsdale College in Michigan and Westminster Theological Seminary in Philadelphia. He planned a career in Christian education, possibly as a school headmaster. In 2012 his wife inquired whether he had given serious thought to pastoral ministry. After Chris prayed about this for a while, God opened his heart in this direction and our need for a youth pastor followed in short order! We believe God's hand positioned Chris right in our midst, to inherit leadership of a healthy youth ministry led so well by Troy De Bruin. Chris was ordained by our presbytery in fall 2013. Chris completed his D. Min. degree from Westminster Theological Seminary in 2019. He mentions a verse he and Kate together cherish, Psalm 37:4, "Delight yourself in the Lord, and he will give you the desires of your heart."

Rev. David Kieffer grew up in the northeast Baltimore county. His walk with God deepened greatly through his involvement with Young Life during his Senior year of high school.

Dave joined the pastoral staff at Westminster in August 2017 to support adult ministries. His areas of primary responsibility include: Men's ministry, Home Fellowship Groups, Adult Discipleship, and Family Ministry.
Dave's favorite verse is from John 15:5 where Jesus says, "I am the vine and you are the branches. Whoever abides in me and I in him will bear much fruit, for apart from me you can do nothing."

Dr. Rogers and his wife Carol met in high school at Williamsville, New York, and married in 1969. Their four children and fourteen grandchildren living locally are members of the Westminster congregation.
Dr. & Mrs. Rogers continue to make Westminster their home church in retirement. As Pastor Emeritus, Dr. Rogers preaches, teaches, and conducts services as invited by the Westminster Session. He is author of Baptism and the Covenant of Grace and What Happens After I Die? (Crossway Books).
Dr. Rogers considers his life Scripture passage to be Psalm 73:25,26, "Whom have I in heaven but you? And earth has nothing I desire besides you. My flesh and my heart may fail, but God is the strength of my heart and my portion forever."

Frank, a native of Corry, PA, joined Westminster as a member in the spring of 2016 after coming on staff as part-time director of handbells. It was during this time that he met his wife, Emily (Marsch) Dodd. After moving to the Philadelphia area for a year and a half, Frank returned to Westminster to become our Director of Music & Organist in January of 2019. In this role Frank oversees the music ministry, with specific attention directed toward music scheduling, volunteer coordinating, concert series programming, and organ preparation for weekly services. During his years as a music educator, Colossians 3:14-15 became life verses: “And above all these put on love, which binds everything together in perfect harmony. And let the peace of Christ rule in your hearts, to which indeed you were called in one body. And be thankful.”

As Music Administrative Assistant, Carolyn will assist Director of Music Frank Dodd with various responsibilities in support of our Music Ministry.
Carolyn has been a member of Westminster since 1989. She and her husband, Bill, are the parents of three young adult children, Rob, Catie and Ben. Carolyn enjoyed serving as the Music Coordinator for VBS for 13 years and currently directs the Westminster Strings, Youth String Ensemble and Girls Vocal Ensemble. In addition, she directs and coordinates music for Youth Night and regularly sings as a soprano soloist for worship services at Westminster.

Floyd Rawleigh, Choral Director
Floyd is responsible for leading the Senior and Matins choirs and overseeing the Primary and Junior choirs.
Floyd received his undergraduate training in music education, voice and piano at Roberts Wesleyan College in Rochester and later earned a master of music degree from Temple University.
He is a middle school choral director in the Downingtown Area School District where he also has directed more than 30 music theater productions. In addition, he has taught music theory, voice and choral conduction classes at Lancaster Bible College.
He has served as the music director at Proclamation Presbyterian Church in Bryn Mawr, a Baptist congregation north of Philadelphia, and most recently served as the music director at Faith Reformed Presbyterian Church in Quarryville, where he directed the choir and a cappella singers.
Floyd is also the artistic director of the Csehy (pronounced “Shay-he”) Summer School of Music, a Christian music camp which meets on the campus of Houghton College in Houghton, New York. There, he teaches voice, music theory and often directs the choir. Floyd’s performance credits include numerous appearances as a sacred soloist throughout the Philadelphia and Lancaster areas.
Floyd and his wife, Janet, live in Strasburg. They have two adult sons.
Jonathan Humbert joined our music staff in 2010 as part-time Organ Assistant. He accompanies the Matins Choir and is the primary substitute organist. Jonathan lives in Elizabethtown with his wife, Priscilla and son, Joshua. He works full-time as a MRI technologist. A former student at Lancaster Bible College, he studied organ with Carl Schroeder and Dr. Timothy Sidebothom.

Mary Jo came to Westminster Church as the director or children’s ministry in 2011 from Wheatland PCA Church where she served as the youth director. Her work coordinates all ministries for children from birth to grade six. The children’s ministry assistant and nursery coordinator serve under her oversight. Her major duties include Sunday School, Vacation Bible School, Missions & Me Project, Wednesday children’s clubs and Children’s worship on Sundays. Mary Jo hold a BS in business and personal management from Juniata College and a masters in religious education from Liberty University School of Divinity. She cites Psalm 62:5 as a favorite passage, “Find rest, O my soul, in God alone; my hope comes from him.”

Rachel coordinates the scheduling of volunteers for all nurseries, infant through age three during all stated services of the church. She train and informs all volunteer staff in the nursery program in church and childcare policies, fire safety, and emergency procedures, plus coordinates and chairs the Nursery Committee. Rachel was born in Annapolis, MD, but grew up in Lancaster, PA, and Salisbury, MD. She married her husband Jason in 2005. They have four children: Nora, Jay, Ivy, and Violet. Rachel has attended Westminster for over 20 years. She takes great comfort in Romans 8:38-39, "For I am convinced that neither death nor life, neither angels nor demons,[a] neither the present nor the future, nor any powers, neither height nor depth, nor anything else in all creation, will be able to separate us from the love of God that is in Christ Jesus our Lord."

Dr. Joan McConnell began part-time work as Director of Women’s Ministry in 2007. In 2016 she became full time and works with many volunteers to cultivate, mentor, and guide ministry functions that meet the needs of our women, stressing biblical instruction and spiritual support. She is an experienced counselor with a heart for the deep struggles that women face in various roles and phases of life, and she invests much of her time as an adjunct to Dr. Light’s counseling ministry. A native of Washington D.C., Joan married Raymond Stratton in 1970 and was widowed in May, 2009. In 2018 she married Thomas McConnell. She has a son Nathan, a daughter Jessica Dorman, and nine grandchildren. She is a graduate of Houghton College, and she holds an MA in biblical studies from Dallas Theological Seminary as well as a Doctor of Ministry from Liberty Theological Seminary. She taught for 29 years on the high school and college levels and is fluent in Spanish. Joan offers Romans 11:36 for God’s praise, “For from him and through him and to him are all things. To him be glory forever.”

Jen handles the administrative duties for the Great Commission Committee and coordinates the annual missions conference and short-term mission trips. She loves volunteering in the ESL ministry as a teacher for the Tuesday night Level 2 class and as a classroom helper in the Sunday school ESL class. A Lancaster native, Jen became a Christian through the ministry of Westminster Church when she was in 12th grade. Jen and her husband Steve have three children: Bethany, Jed, and Kaitlyn. She shares that Romans chapters 3 and 5 have special meaning for her, as those are the Scripture passages that the Holy Spirit used to help her understand her need for a Savior, and that salvation comes only from belief in Jesus Christ and not through her own works. “None is righteous, no, not one; no one understands; no one seeks God. ...But God shows his love for us in that while we were still sinners, Christ died for us.”

Rachel works alongside Great Commission Coordinator Jen Barrall, assisting with administrative duties. She is also the ESL Coordinator for our Tuesday night English classes for adults. Rachel grew up in Lititz, PA, and has attended Westminster for most of her life. She married her husband, Dan, in August 2013. They have two sons—Elliot and Simon. One of her favorite passages is Isaiah 41, particularly verse 10: “…fear not, for I am with you; be not dismayed, for I am your God; I will strengthen you, I will help you, I will uphold you with my righteous right hand.”
Lee Winters, Refugee Transportation Coordinator
Lee and her husband, Patrick, have been members of Westminster since 2008. They have four children. Lee has a Bachelor of Science in Biology from Catawba College in Salisbury, NC, and currently works part-time for Visiting Angels in Lancaster. In addition to her and her family's involvement with the Refugee Ministry over the past year, Lee and Patrick also serve in the nursery.
Lee will be responsible for coordinating drivers to give refugee families rides to and from Westminster on Sundays. A meaningful verse to Lee is Jeremiah 29:11 “For I know the plans I have for you, declares the Lord, plans for welfare and not for evil, to give you a future and a hope.”
Kelly Oliver, Refugee Assimilation Coordinator
Kelly grew up in Lititz, PA and graduated from Millersville University with a B.A. in Spanish. She has been involved with the Refugee Ministry for about a year.
Kelly will help oversee volunteers and assist refugee families with assimilation needs on Sunday mornings in our building.
Debbie Inskeep, Bible2School Coordinator
Debbie Inskeep grew up in Oklahoma City and graduated from Oklahoma State University with a B.S. in Speech Pathology, and from the University of Texas at Dallas with a M.S. in Communication Disorders.
Debbie moved to Lancaster in 1999. She and her husband, Jeff, have three children, Connor (12) Claire (10) and Christopher (9). She has served in local church ministries that include small group ministry to teens, VBS, AWANA, teaching Children’s church and has volunteered with Bible2School for the past three years.
Debbie is the Site Director for the Schaeffer Elementary School program. Bible2School has a strategic ministry in Lancaster County to reach public school children with the gospel of Jesus Christ.

Laura started volunteering in the church library in 2007 and has served as librarian since 2010, joining our staff in 2015. Laura computerized our library’s catalog of 7,000 items. Besides maintaining our existing collection, her duties also include the cataloging and processing of all materials. She manages the ordering of new resources, reviews donated items, and recruits and oversees our library volunteers. Originally from Strafford, PA, Laura made Lancaster her home when she married David Stackhouse in 1976. They have two daughters, Amy Weinstein and Sara Penwarden. Laura's favorite verse is Isaiah 40:8, “The grass withers, the flowers fade, but the word of our God will stand forever.”

Michael is originally from Binghamton, NY, but the Ploutzes now live in Leola. Michael married a childhood friend Patricia, now a 6th grade teacher at Veritas Academy, in 1986. They have three children.
The Church Administrator oversees the `business' side of our ministry. Michael schedules the use and maintenance of our facility, deals with human relations issues, guides payroll and administers the custodial and office support staff. He has a strong mechanical aptitude and organizational gifts, having been an automotive technician and a manufacturing plant operations manager prior to employment here. He mentions Ephesians 2:8 as important to his life, "For it is by grace you are saved through faith - and this is not of yourselves, it is the gift of God."

Amy started in our office in 2005 as database secretary and receptionist. As Financial Secretary, Anna Kiehl handles all aspects of financial recording and reporting for the church. Anna also supports Administrative Leadership with HR paperwork and projects. Anna grew up in Lancaster County. She married her husband, Josiah in 2013 and they now live in Lititz. Susan (Sue) Jones has been our part-time Kitchen Director since 2008, after volunteering in the church kitchen for many years. Her duties include supervising the weekly Wednesday night meal during the school year, overseeing the cleanliness, supplies,and use of our church kitchens,and occasional church catering.
Sue has been married to Ted since 1980 and worked in food management and catering at colleges in Atlanta and Boston before moving to Lancaster in 1983. The Joneses have six adult children and homeschooled them all. They are Sarah, Tom, Sonia, Titus (married to Kate), Serena, and Travis (married to Erika).
Sue's life verse is 2 Peter 1:3 & 4: "His divine power has granted to us all things that pertain to life and godliness,through the knowledge of him who called us by his own glory and excellence..."
Pam Caddick, Receptionist
Pam served with CLC Ministries (in Fort Washington, PA) after graduating high school in 1986, where she worked first in the Book Centre and then in the Wholesale Office as Credit Manager. In 2002, she married Jeff and moved to Lancaster. Pam then worked as a teller at Wachovia for three years until she left to raise their two daughters, Allyson and Katey (which has been, by far, her favorite job). She has been working in the church office since 2017 as the Office Receptionist.
The Lord has used 2 Cor 12:9 as a focus in Pam’s life: “But he said to me, ‘My grace is sufficient for you, for my strength is made perfect in weakness.’ Most gladly therefore will I rather glory in my infirmities, that the power of Christ may rest upon me.” She rejoices to know that God uses every circumstance, every trial, for his purposes.

Natalie grew up a missionary’s kid in Bonaire, Netherlands Antilles, has been married to Joe since 1995, and they have two children, Zoe (grown) and Joe, and live in Lititz. One of her life verses is 1 Thessalonians 5:16-18 - “Rejoice always, pray without ceasing, give thanks in all circumstances; for this is the will of God in Christ Jesus for you.”

Jeff is a graduate of Ephrata H.S. He’s worked as a woodworker for 29 years and in 1990, he and his family began cleaning at Westminster. Jeff is now the Head of the Custodial Staff. Jeff and his wife, Tina, live in Akron, PA.
A verse that means a lot to Jeff is John 14:6. “ Jesus said to him, “I am the way, and the truth, and the life. No one comes to the Father except through me.”

Tron plays his part in the Westminster family by maintaining cleanliness in the building and taking the initiative to do what needs to be done and tackling any task he is assigned. Tron makes his home in Shiloh, PA. He enjoys movie night with his kids and cooking.
A verse that is meaningful to Tron is Isaiah 55:7, “Let the wicked forsake his way, and the unrighteous man his thoughts; let him return to the Lord, that he may have compassion on him, and to our God, for he will abundantly pardon.

Bob is a part-time custodian here at Westminster, as well as being a custodian for Manheim Township. In the past he has worked on restoring and repairing antique furniture, and is a self-described Antique Picker. Bob lives in Mount Joy and cares for his grandson. He is a portrait artist and a jack of all trades.

TJ helps maintain and clean the church facility and make sure the building is prepared and ready to host events as necessary. He lives in Lancaster, with his parents and six younger siblings, and enjoys reading or outdoor activities in his spare time. One of his favorite Bible verses is: Philippians 4:13 – “I can do all things through Christ who strengthens me.”
